The was sceptre was a symbol of dominion. Usually it is shown held in the hand of a god or deified object (like an ankh symbol) Several was funerary amulets have been found (mostly from the Saite period): their function was to provide the deceased with control in the Underworld. A good reference book for symbols and their meanings is called "Reading Egyptian Art: A Heiroglyphic Guide to Ancient Egyptian Painting and Sculpture" by Richard H. Wilkinson.
